My take is largely like Darren's: Any time you have a decision point, you can't choose an option that is guaranteed to cost you more enmity than you can pay. You may make a choice that *could* cost you more enmity, as log as there is a possibility it won't.So you can activate the Savage, because that doesn't cost enmity. I also think you technically could declare a raid, but with no chance of success, plunder, or glory. (Recall that you can choose plunder, but you only gain glory if the raid is successful and you must plunder to succeed.)
I would say you can do your Box 4 action, because the result could go either way. That said, spending a glory per good doesn't sound like a bargain (though it might work out to be profitable in edge cases).
For all of your Box 5 questions, I would say no, because the enmity cost is known and guaranteed in advance.
