This is assuming that you are "stepping up" onto the land. If, for example, you had a two-hex land piece and placed water on one end of it, it would cost no extra movement to step onto the other end of the piece. The extra move comes from climbing up the side of the "shore" piece of land, not from an inherent property of water spaces.

True, but a water tile on a two-hex piece in the way you describe here is not legally placed according to the rules. Water tiles need to always be 'locked-in' so to speak IIRC.
