In that case, you'd be breaking the rules of Heroscape. You can't have a legal map with water tiles stacked.
But even if you ignored that, the height would still be zero.
Was thinking a sort of water fountain for a (precarious) pillar or a flooded area.
Yeah I get what you're describing, and that's cool and all....BUT...you can't really ask for rulings on things that break the rules by their very existence.
I was more asking out of curiosity of others ideas on it. I allready have my own thoughts on how to approach it of need be. I like to have contingencies just in case someone tries something weird with tiles.
