In that case, you'd be breaking the rules of Heroscape. You can't have a legal map with water tiles stacked.
But even if you ignored that, the height would still be zero.

Yeah I get what you're describing, and that's cool and all....BUT...you can't really ask for rulings on things that break the rules by their very existence. If you're going to do some oddball custom terrain piece, you need to make sure everyone just agrees on how to play it in advance before you build it into a map. Just know that officially you can't stack water...or lava...or shadow...or anything like that.
