I appreciate the shout-out, but I should offer a caution: in the interests of respecting Hasbro's copyrights, I do not provide exact text in my blog. Instead, I paraphrase, and while I think I tend to have the same meaning in my paraphrase as is contained in the original rules, I'm certainly not perfect.

I do keep the literal rules text elsewhere, though, for reference. Here's the actual English text for the bit in question:

You cannot place troops into nor maneuver troops through the fallout territory.

As you can see, the rules aren't explicit about maneuvering into the territory. There's a reasonable case that it's covered under "through", and there's a reasonable case that "into" and "through" are two different things. My interpretation is the latter, mostly because that's still a really big handicap (you still lose half the troops that enter, you still lose a troop per turn, you still sacrifice your only maneuver to reinforce).

Note that Mutants ignore this restriction just like they ignore all other Fallout territory restrictions.
