After reading this, I really discovered another difference between one German and English rule sticker:
According to Stephen, you are not allowed to move through the fallout Zone and you are not allowed to put troops into it at the beginning of your turn, the only way to increase the amount of troops ist your maneuver at the end of your turn.
The German rules are a bit different: There it is only said that you are not allowed to move any troops throught or into the fallout zone, so here the only way to increase the amount of troops there is through troop recruiting, which seems to be forbidden by the English rules.
So, is Stephen right here and the German rules have another mistake, or is it a misunterstanding by him?

P.S.: For our board, this questions seems really theoretically, because our fallout zone is Afghanistan, so there seems really no need to take THAT country if you do not play the mutants.
