That is exactly how traditional Risk is played. Basic, before-packets-are-opened Risk Legacy is really quite close to traditional Risk - the only major differences is that traditional Risk begins with every territory controlled by someone's troops while this begins with most of the world uncontrolled; and the whole 'factions with special powers' thing. The mechanics of turn order and combat are the same as traditional risk.
Yes, this does confer an advantage on the first player... the game will at some point change that (this is no spoiler - there are sticker-spots all over the start-of-game page, this clearly undergoes significant rule change).
