I'm hardly a Heroscape expert, but the folks at Heroscape have rated all the units here:

Raelin, the Deathreavers and Q9 are the only A+ units, and since Raelin and the Deathreavers have defensive abilities, the fact that they slow down the game and are very powerful doesn't lead to a healthy meta-game imho.

It says:
"Units in the C range and below really shouldn't be considered if you are mostly concerned with winning a tournament, or even many games. If you have lots of experience with them, if there's a quirky army environment or set of rules, or you just feel like it, knock yourself out."

So, the D's: Deadeye Dan, Major X17, Marro Drudge, Moriko,
Obsidian Guards, and Shiori are likely overpriced and the F's, Deathwalker 7000 and Hatamoto Taro are basically useless.

Take those fan rankings with MANY grains of salt. For the most part they are based on tournament-style games with pre-made armies in the 400-600 point range. In draft games or more varied builds, every unit has a use. One would likely never, for example, go into a tournament with Obsidian Guards. BUT....in a draft game on a lava map? They have their uses, for sure. Likewise for the rest....they are the units with niche roles, not broad use. I've found Hatamoto Taro to be quite useful in large army samurai games...say 700 points or more on a map that supports same. Another unit that perhaps should have been priced on a sliding scale.

Deadeye Dan I like in draft games against low-life armies...I have defended castles with him many times to great effect. Major X17 I like against swarming armies or other groups that require great mobility. Etc etc. I think the big issue with Heroscape pricing is draft vs pre-made. Units have totally different value in the two types of play. You can't counter-build in a pre-made situation, rendering quite a number of units less useful. Also, Hasbro made what could be considered a balancing error in not pricing support-aura units on that previously mentioned sliding scale...they grow more useful with more units to support. That said, I feel like they tried to minimize the impact by pricing for armies slightly bigger than what became the tournament norm. I don't think they ever really corrected themselves on pricing for pre-made vs draft though...I tend to think that most units are priced for draft.
