I've never really thought that about Raelin. I think Raelin is great and I probably wouldn't price her any higher than her 80 point value. Maybe I could see her being worth about 90, but she dies pretty easily and given her popularity there are TONS of strategies out there to counter her.
Rats were overpowered until they were errata'd to deny scatter from friendly attacks. Now I think they're just right.
Underpowered? Examples? I don't think any of the official units suck...some have more general utility and some have very niche roles, but that doesn't mean one sucks.
Folks like to argue Taelord, but once you've faced a few games where somebody puts him on height and surrounds him with ranged units, you start to see why he's 180 points. I could see him creeping down to 165, maybe...but I almost think he should be priced on a sliding scale based on the size of the army you are fielding...more points for bigger armies, less points for smaller armies.
