Factions are picked anew each game. You are welcome to pick the same faction repeatedly (if it's not yet picked), but you should absolutely not require players to do so. Some factions will be better than others, and picking factions is a key means of balacing this across games.An agreement made prior to playing that everybody will keep the same faction throughout is, in my opinion, ill-informed,and I don't think players should be held to an agreement made in ignorance and against the spirit of the rules.
