In practice, research stations aren't quite as vulnerable as they look, because they're so easy for players to reach. If you're determined to save them from rioting, you usually can.Since we tended to continue starting in Atlanta, we did double up research station and military base there, simply to get people off to a flying start and, as you say, because having at least one place where they double up makes considerable sense.
Another consideration absent from original Pandemic, which puzzled us for a while: do you want permanent research stations in places with good connections so that they improve mobility a lot, or bad connections so they're less vulnerable?
