On a game by game basis, sure, building 6 military bases around the world is non-trivial, and doesn't offer the same benefits as eradicating a disease.
As a long-term strategy, building military infrastructure offers the promise of being able to start a game with an objective already completed, which is at least comparable to the benefits from having 6 positive mutations.
A big question when it comes to placing Military Bases is how far you want to pair them with Research Stations - obviously, having one city with both allows military characters to move between any 2 structures for just 2 actions, so you want at least one, but if your Research Stations are already well-placed, duplicating the network as insurance against riots may well be better than extending it to less ideal locations - particularly if you don't have a complete Research network.
