To me, the huge prior-knowledge question comes into play on the "three missiles" packet. The prevailing question before that packets was opened was "Is the reward/punishment for opening this packet so great that a player should be willing to spend missiles and cause a three-missile combat even when doing so defies sensible play based on the board and combat state alone? - IE, do you play missiles only if and when it would make sense on the board and then the packet gets opened as a side effect of such situations, or should players play missiles, despite board logic, for the express purpose of opening the packet?"

The player who has played before knows the answer to that question. Those who haven't, don't. And it's a pretty substantial difference.

Unless, like me, you have forgotten what the consequences were... in which case it's all good :)

I have started a second campaign with a bunch that not only have never played risk legacy but also have never played risk. So far I haven't won a game!

To be honest, although I know what's in the packets I am letting the others discover the secrets for themselves (no spoilers at all from me) and I am enjoying watching them enjoy the evolution of the game. I don't really care that I have yet to sign my own board :)
