The power works on the first territory you attack during and turn and remains in effect until you attack a different territory. So if you attack from A to B, you get the power. If you then switch to C to B, it stays in effect. If you get bored and attack D to F, there is no power. Even if you go back to attacking B, the power is gone.
It is meant to show the sudden, unexpected ferocity of Enclave. Once the shock has worn off, the effect wears off. That's the theming/idea behind the power.

What about expanding? If you attact a territory (and get the bonus), the attack fails, and you expand into a different territory. Now you decide to attack the first territory again, do you get the bonus?
