Perhaps this question is more relevant to a later game event, but we are only in March right now. If there is a more detailed answer that would end up being a spoiler, I'd rather not know.

On page 13 of the rule book, under Increase Panic Level, it says:

"In later games, it is possible for cities to become isolated so that outbreaks in it do not affect any adjacent cities. In this case, increase the panic level of the outbreaking city but do not raise the Outbreaks Track marker."


What are your thoughts for the 'isolation' rule in regards to a city surrounded by quarantined cities?

In our February game, we had a situation where Paris had three cubes, but every one of the connecting cities (London, Madrid, Essen, Milan, Algiers) had quarantine markers on them.

If Paris had needed to receive another cube, it would outbreak.

However, due to the quarantine markers, none of the adjacent cities would be affected. Yes, all of the markers would be removed. But since the disease did not actually spread, does this mean we wouldn't need to move the outbreak track marker?

My thought is that it wouldn't increase, but I'm a little hesitant since the term 'isolated' might be unique to a future rule, as there might be a yet-to-be-learned way for a city to be 'isolated.' If that's the case, I'd rather not be spoiled.

In our case, a Paris outbreak didn't happen, but in retrospect I am curious as to whether the rule would have applied.
