The rules are actually slightly misleading on this front. The way the rules are laid out, you advance the outbreaks marker, then place infection markers (and trigger pending outbreaks) and if you end the game there, potentially never get around to dealing with panic and scars from the outbreak.

As clarified by official rulings, you still apply panic stickers and scars for any city that actually outbreaks, even if the game ends before you get to it working through the rulebook (you also fully process the 8th outbreak despite moving the marker to game end before placing any infection markers.

A clearer structure would be:
1) Increase panic and scar any characters present
2) Break out into connected cities (if this requires you to place more markers than remain in the supply, the game ends here)
3) If the disease broke out into at least one other city, advance the outbreaks marker (if this was the 8th outbreak, the game ends here)
4) If there are any pending outbreaks, repeat for one of those cities.

Edit: I suspect the reason for the existing rules being as they are is that the outbreak section was copied from the vanilla pandemic rulebook, then sections on Panic and Scars were added (along with a space for Rules Sticker U)
