We typically each build a side with the caveat that there has to be a "straight" row of at least 6 hexes on one side. Once each side is built, we'll connect them along the matching edge. If more than one edge matches, roll a die and the winner places the sides...loser gets first pick at figure placement.It's not strict, official or necessarily balanced by any means, but it's quick and reasonably "fair".
