In all honestly, the answer to each of the options in your question is "yes."

I'm lucky to participate in a local scene that tries to come up with a new format each time we play, let alone be a part of a group that has a monthly tournament (which is apparently uncommon). It's pretty rare for us to repeat a format, and I've been playing with this group for over two years now.

So sure, most of the time players are supposed to bring their own pre-made armies. It's the event's structure that tends to dictate what kind of army people will bring, and there are a ton of ways you can have a different format in place that encourages different armies to show up each month. And yes, we have done a draft format for one of our events in the past. I've also played in a tournament where all of the armies were pooled and you were required to play a different army for each match, with the players having the best records getting to pick last (so if there was an over-powered army present, it never made it into the hands of a good player).

I'm on record for having said this in the past, but I'll reiterate it again here. In my opinion, Heroscape's greatest strength is the ability to play a simple skirmish combat game so many different ways.
