As I've said, the rules say to place all your armies on your owned territories BEFORE you expand or attack.
To be able to expand BEFORE placing all your armies is therefore (a) against the specific rules of the game, and (b) I believe gives an advantage to the player doing it as it means they are able to see their planned turn unfolding before their turn actually begins.
Those two reasons are why I would not be happy with it in a game I played - I'm not sure why you regard those reasons as "flawed"?
