There are 12 cities of each color, so if they had 18 Faded cities, there were at least 6 that were not originally COdA colored, which does seem kind of on the high side (then again, I did pretty well overall, so my personal experience may not be typical, and there's certainly some luck involved).
I'm not completely clear on what you believe you did wrong, though.
To summarize the relevant rules, starting after the reveal:
- Any time you would have placed a new COdA cube, place a Faded figure instead
- Any time you place a Faded figure, first convert all COdA cubes in that city into Faded figures
- Any time you place a Faded figure, place a Faded City sticker on that city
- Faded figures can "outbreak" following the same rules as cubes, causing Faded figures to be placed in adjacent cities (which can trigger the above rules)
- When you draw the infection card of a Faded city, place a Faded figure instead of a disease cube, even if the city was not originally COdA-colored
So if you already had a bunch of COdA cities with 3 cubes, then did the Faded reveal, then drawing the infection card of 1 of those cities just 1 time would have:
- converted the 3 cubes in that city into Faded figures
- caused an outbreak of Faded figures
- turned that city, and all cities receiving Faded from an outbreak, into Faded cities
- possibly including chain reactions through other cities that previously had 3 COdA cubes
And that all would have been correct.
It sounds like you might be saying that you incorrectly:
- converted all COdA cubes to Faded figures immediately when you read the Legacy card
- including COdA cubes that were already in other-colored cities as a result of an outbreak
- causing those cities to become Faded even if they were never touched by any outbreaks after the reveal
If you did that, and you can remember specifically which cities were affected, you might consider removing the Faded stickers from those specific cities. (Also: if you did this, how did you pick one city to be "city zero"?)
I definitely would not worry about any COdA-colored cities becoming Faded, though. That is likely to happen extremely quickly no matter what you do, and based on the rules up to this point it is actually to your advantage (since those cities would be receiving Faded figures anyway, and the Faded stickers make it easier to achieve the new objective you received in May).
