That would be a May spoiler for anyone wondering.
[o]Accelerated Incubation only adds a Faded if there aren't three there already, and doesn't trigger an Outbreak if there are, so the Quarantine Marker doesn't actually prevent anything when a 3-Faded COdA-colour City's card comes out of the Player Deck, so the QM stays put. You only remove QMs when they actually stop something from happening (and the Quarantine Specialist is not in that location) not when something almost happens but doesn't for some other reason.[/o]
