I think the "placement = expansion" is the area prone to exploitation more than the "I think I need more troops, here's some coins" part. Particularly, here's the potential situation I'd have an issue with:

The active player is in Australia, and has a bunch of troops in Indonesia. He recruits 6 and starts "expanding via placement" outwards through SE Asia and towards the Middle East. He hits the Middle East and then says "oh, hey, I also needed these 4 troops from Indonesia. They move, too."That's the part where I'd be inclined to call foul. Similar problems would be the same situation (expand via placement to the MidEast) followed by "and these two guys get placed into SE Asia and then move north". I take issue because this is breaking the as-written rules of troop movement (effectively, it's mid-turn maneuver).

That said, I'll admit that these aren't critical issues, so long as it happens before any other effects (combats, scars, or what have you), because nothing that's happening involves hidden info or unknown outcomes. Most of my objection, then, is that it can encourage misunderstandings about what you are allowed to do (or prohibited from doing) if and when you encounter those situations. And particularly in something like Legacy, where you don't necessarily know all the rules that will eventually be in force, I think it's important that the players are clear on what the rules actually are.
