Pilot + Dispatcher is also wonderful for exchanging 1 card/turn.
Show card, travel to city.
Move other character to your city with Dispatcher power.
Exchange card with character.
You still have 1 action (or 2 if you let the other character take the card in his own turn). Can be repeated for each card you have, so it's quite powerful.
