What does "reversed" mean in this context? Does it mean "swapped"? Do Mutants entering a territory with a Mercenary scar have the same effect as another faction entering a territory with a Bio-hazard scar and vice-versa?

Nothing happens upon entering, but at the EOT, yes Mutants gain a troop in BioHazard terrirories and lose a troop in Mercenary territories, and nonMutants lose a troop in BioHazard teritories and gain a troop in Mercenary territories.
