First let me point out that $46 for 15 games is a pretty good value. Many games never see that kind of play, even with expansions added in the mix. That said... you can play more than 15 games. My group is at 18 right now. At the end of 15 games what you have is a solid Risk variant that YOU created.
If you aren't buying Risk: Legacy because of replay-ability concerns... you are doing yourself a disservice.
