I always liked making armies by faction myself - it keeps them more thematic and encourages a bit more variety in units. It's also nice if your opponents aren't into building their own army lists beforehand - each person just chooses a faction and receives the stack of army cards for it to build with.But there are no actual game rules about factions. It's just another bit of flavor if you want it.
