I would bet you that the high end of that range represents a Heroscape lot someone sold through the marketplace, not a RotV set alone. Throws off the average when you do that, but it's pretty common from what I've seen (when I was shopping for Descent stuff I'd see Marketplace items for the base game at hundreds of dollars, and when you click through the description notes the listing includes this or that expansion as well).
