Risk is a fundamentally unbalanced game, and Legacy only exacerbates this. I wouldn't bother spending the time or effort trying to fit the square balance peg into the round Risk hole. Rather, Risk-type games work because players actively act in such a way as to restore balance via gameplay.Also, I'll note that "cities in Asia" is just more incentive to stay away. In addition to all the troops needed to garrison, and the borders I can't hold, and oh that Australia guy that I've bottled up, I have to also take mandatory losses on worthless terrain? On a continent no player in their right mind will let me hold even once? No thanks.
