My group plays text-as-written, Rob's response favors tweaking the text to make the corner case more clear via explicitly removing it (but he notes that it could go either way).Whichever way you go, I think the main thing is to be clear about the implications. If you go text-as-written, I recommend the following:[o]If the Lead Faction is Nomad and starts on the WC, place the full complement of starting troops (on the starting territory) and then the 3 extra troops (on the WC). They just happen to be one and the same.
If another faction is Nomad and starts on the WC prior to the Lead Faction's placement, the Lead Faction does not place the 3 extra troops anywhere. If the LF places before the Nomad, then obviously the Nomad can't start on an occupied space.[/o]
If you go with Rob's revision:[o]Just make sure you print up a version of the card using the revised text.[/o]
I don't think the gameplay implications are really all that significant. If the game has a Lead Faction, troops will start the game on the World Capital. As such, pick whichever version you prefer.
