Overall, your biggest hurdle will be if they used the scratch-offs at the end of first mission. But even if so, if you could proxy that somehow then you should be about as good as a new copy of Legacy.
E.g. give the friend (who isn’t playing) all those scratch-offs without you looking. Ask them to assign one to each player mentally. And then when required by the game have them read the relevant player their scratch-off results
I recently reset a game from a similar state and used a white-out pen to conceal. Once dried, it can be scratched off almost as easily as the grey stuff. Best gently with a sharp blade (pocket knife blade was perfect).
