That said, I wouldn't say that it "makes the first placement card really important." Another player's HQ adjacent to the World Capital doesn't prevent the Lead Faction from putting his 3 bonus troops there. What is important, in my mind, is for the Lead Faction to have an early turn so that those troops can be reinforced. Starting weakly in the World Capital is a double-edged sword, because other players will almost certainly lose fewer troops attacking 3 guys than they would occupying a 5-pop city (plus they'll get to draw a card).
