No, it isn't the same as playing poker for real money and everyone taking their money back. Regular Risk and Pandemic don't have campaigns. Their Legacy versions do. You're telling people who want to play through the campaign more than once to completely miss out on it.

Which is what's giving me this feeling of despair now. All the 3 seasons are out of print in Spain now. I'm considering ordering one copy of season 0 from that shop which sells them at 30€, but I'm sure it will be difficult to get the other 2 seasons. If only I could choose the language I want to buy in the Asmodee shop (where Z-Man's website links to)...

Probably not with the same group. I, personally, with Risk, being a competitive game, know the group I play with probably won't want to go through the campaign again. But Pandemic is co-op, so after playing 12-24 games with my group (if I ever get my hands on a copy), I'm going to want to play another 12-24 games solo.
I can (and did) replay video games, despite already knowing the plot. I've replayed, for example, the first 4 Ace Attorney games several times, despite already knowing which evidence I have to present. So already knowing the surprises of PL isn't going to stop me from wanting to go through the campaign again.

People don't say PL sucks because you only experience the twists once, but because despite having already experienced the twists, we still want to play again. There are also movies I've re-watched several times, despite already knowing the twist.

There are already people who say the world should get rid of pizza with pineapple. Also, I'm certain the world will never stop producing ice cream, or any classic dessert for that matter. Whenever I go to McDonald's I order a McChicken without mayo and give the lettuce to my mother, and if I have BBQ sauce which comes with any of the complements, I pour it on the burger. So with Legacy games, one can use extra materials to make the game resettable and still get the great experience of playing through the campaign for the first time and the not-the-same-but-still-good experience of playing again, instead of just the traumatic experience of playing through the campaign once and having to pay $70 (or infinity if it's out of print in their country) to play it again.

One thing to add. With horror films, you might feel scared when you watch them. But you know they're fiction, so you're okay with that. But with Legacy games, the monetary cost is real. The fact that there's one less playable copy in the world, and there might be a time where not only won't you be able to play again, but other people won't be able to play it even once, is real, so it might leave an emotional scar.
Also, the player deck and the infection deck are shuffled, so the campaign already has random aspects. There are other aspects that can be randomized. Example: without having played the game, I know at one point 1 of the 4 diseases becomes the CoDA, and it's different in each copy of the game, so it can be decided which one it is at random, instead of what the card says.
