We just realized quarantine prevents the placement up to the 3rd figure due to accelerated incubation, we have been playing the same as Jason. Can't really say it would have made much of a difference. There needs to be a very specific scenario for it to matter:
1.- There is at least one figure (due to outbreaks) in a faded city not drawn from the infection deck and it's quarantined.
2.- You draw a CoDa card for that city removing the quarantine.
3.- Later, when resolving an epidemic, that city comes up and it outbreaks.
I think it is strange that when you already have 3 figures it leaves the city quarantined.
It would also matter if a player is standing on a CoDa city with a quarantine marker and 'accelerated incubation' takes place. In one case you would get a scar during the start of your next turn (because there is a faded figure), in the other case you wouldnt get the scar.

The question that needs to be answered is: "if a city has no faded figures, but has a quarantine marker. What will happen if a city card will trigger Accelerated Incubation?". Answer A, B or C?
A: a faded figure will be placed, quarantine marker will stay.
B: no faded figure will be placed, but the quarantine marker will be removed.
C: players can choose between A or B.
I am pretty sure the correct answer is: A.
The reasoning:
* Nowhere it is written that you should remove a quarantine marker at this moment during phase 2.
* Rule G (=about quarantine markers) is only affecting phase 1 + this rule is about cubes, not about faded figures.
* Rule S (=about quarantine markers) is only affecting phase 3.
* The new rule P is affecting phase 2! It says that you have to add a faded figure. It does not say to remove a quarantine marker. It specifies that if you would add a 4th faded figure (causing an outbreak), don't add that faded figure and also don't remove the quarantine marker.
Correct reasoning? Our group hopes an official answer will follow soon.
