Before you start the campaign, Pandemic Legacy is just like base game Pandemic and it has the same card backs and characters as the new edition of the base game, so it will absolutely work with expansions.

After you finish the campaign, you can either just play base game Pandemic again or use your modified board and some of the Legacy components as expansions. This is still fully compatible with the expansions, at least according to Rahdo's Runthrough (watch the Final Final Thoughts video).

Just wanted to step in that it's probably possible to use the expansions but you would need to come up with house rules on some things to make it work depending on what expansion material you use:

- Some characters work differently in Legacy then they do in the bas game or expansions. You would want to use the Legacy version as they are usually tied to objectives you are given in various months.

- If you use the In The Lab expansion you should decide how to handle positive disease mutatations and other rule changes that effect how you treat and cure diseases. Because the lab requires you to collect disease cubes of different colors and alters how you use cards to cure the diseases you will need to figure out on the fly how to handle what happens if you aren't able to collect those samples or can cure diseases without spending an action, etc.

- Expansion event cards can probably be used as funded events in Legacy unless they conflict with or duplicate cards already in the game.

So yeah, I think it can be done but it does require some rule finessing.
