I don´t understand what you´re saying. I only played this three times, and only the first round, with 4 players, and I remember it was quite hard to solve it with 4. If you play with two, you´re missing two characters with abilities - that would make it harder instead of easier right?
With vanilla Pandemic, fewer players is easier because you don't need to meet up as much to Share Knowledge. With Legacy versions, having multiple Objectives to pursue, more specialised characters, and ways to mitigate the need to meet up to Share Knowledge, all make additional players relatively more useful.
It's not entirely clear which way the balance tips in Season 0.
