Let me give an example that occurred in my game. World Capital is Middle East. The player who drafted the Leading Faction took had 3rd Placement. The player who had First Placement wanted to start in Russia, which is adjacent to the Middle East. Would this be illegal because the Lead Faction has to start in the Capital (Middle East)?

Has there been a definitive answer to this question yet? We've been playing so far that the Lead Faction ignores other placement restrictions but places their HQ according to the draft so a player with first placement could place their HQ in an adjacent territory while it is still a legal start territory whereas a player with fifth placement could not because the Lead Faction's HQ has been placed.
Is this correct or does the Lead Faction's HQ go straight down on the board before anyone else places?
