Drew, we’re not sure whose statement you are criticising, but I don’t think your post clarifies anything, and actually states that a Chopper can go on a flipped road Hazard Token (which I’ve struck through in the re-quote) and also that it can’t.
The answer above by Justin of Restoration Games provides all the clarity that future visitors to this thread need when placing a chopper:
The chopper may be placed in any space with: no plastic, no cardboard, and not in an impassable space.
This means that only Hazard Tokens with an X (Wreck, Mine, Quake & Sandworm) should be removed and, especially, flipped road space Hazard Tokens on top of a road should be left on the board (preventing chopper placement there)
