As for recouping expenses, probably not immediately. The Fortress sets have always been the cheapest of the expansions, even recently. So that might affect people's expectations. However, 'Scape is still continuing to rise in price, so it's not unreasonable to think you'll get your full money back eventually as supply dwindles.
You should get your hands on at least one set if you find enjoy the game.
