No word from CMON yet, but reporting an example scenario that just occurred with Sally's Level 4. As a reminder, this playthrough interprets Sally's Level 4 as "On her turn, grant herself or another investigator in her space 1 free action."My team was surrounded and badly wounded (this team doesn't have Brawler). It's now Sally's turn and she most likely won't survive the onslaught of my monster attacks.

However, she managed to trigger insanity and level up during her turn, unlocking her Level 4. Using this, I granted Huikong 1 free action to 1 Run far to the left, taking all the monsters with him and making way for Sally and Leon to make a beeline to Azatoth. Huikong's signature Level 4 is already unlocked (if you take no damage from a monster attack, kill the monster), so I'm hoping he can take out a number of them on his turn. Hopefully this is a legal use of her ability.
