If you're looking for volume of content I'd say Cthulhu: Death May Die has the most, followed by Cthulhu: Death May Die – Season 4 Expansion and Cthulhu: Death May Die – Season 2 Expansion having the least.

Totally agree with the point around completionism, hunting down everything (particularly promos) will have diminishing returns. However I went all in on the first campaign and was left wanting more, well when it came to episodes at least. Extra elder ones, investors, insanities and relics are nice to have but the episodes are the real meat of the game.
