I would be very surprised if Bebop and Rocksteady weren't minions. It would be kind of a gross oversight. Some of the other characters (Slash, Baxter, etc...) are popular; but they're not recurring to the extent that Bebop & Rocksteady are. It would be like making a Fantastic Four game and not including Dr Doom and Galactus as villains; but instead replacing them with the Mad Thinker or Puppeteer.↧
