Grappling Hook says you can swap spaces with another car after "resolving the damage." It came up in another thread that resolving damage involves first applying the damage token's effect, and then placing the token below the car's action board.So in this case, the order would be: score a hit, draw the damage token, Blast Off happens, place the damage token, and then you may swap spaces.
