Modified missiles don't necessarily need different tokens. You could e.g add a bonus/malus to missiles used in a battle, making it a (rarely used?) mix between an offensive and defensive ability.
E.g.:
The faction's attack dice modified by missiles always win. Attack dice used against them are only modified to a 5 by missiles.
That way, the faction gets more and more interesting during the campaign – although there are other incentives to use other factions as well.
But I'm unsure about the offensive ability, might be a bit too strong …
