That seems correct to me, but that is (another) very poorly worded card.
I think so too by virtue of the fact that you are in fact drawing a mounted card. What if the foot line had six units and the attacking Cavalry line had only 2. Eight. Hits. You penalize the spear line for having the Cavalry "outgunned?" That doesn't make sense.
The rules consistently say each line fights its alter ego. Essentially only the results may affect different line.
After having played 2 scenarios now, I wouldn't try to interpret it any other way.
Same goes for a similar issue regarding 0 vs 0 on a line. Again, after playing twice I now have no doubt that situation is still played a "tie" and so the Dragon Army draws a card for that line. There is a thread on this forum discussing that.
