Not only that, Winter Soldier can go infinite as well.

In fact, Winter Soldier is probably the least blockable/biggest guarantee of success at doing this.

Daredevil's Devil of Hell's Kitchen can be feinted and thus you lose the recursion from that card. Sure, Breather can retrieve it; but unless it's in in the top 5 of your discard pile, your breather might not come back. So if DD loses both Devil's of Hells Kitchens to a feint (or other cancels like Bigfoots Just Your Imagination, Black Widow's Caught in a Web, etc...) and/or discard effects (like an ambush) if you're out of Breathers then your recursion is gone and you're probably screwed.

Similarly, Strange's recursion is reliant on his having sufficient health. If you lose all copies of the Rings of Raggadorr due to something like blind boosting a Bolts of Balthakk or Seven suns of Cinnibus (and/or forced discards from opponents via ambush or other stuff, and/or you couldn't recurr it due to lack of health) then you lose your best heal effect and recursion costs you life. Sure, it's a character ability and is unblockable via feints and such, but it still costs life. So technically, it's limited to Strange's finite life pool if he can't heal. (Trust me I'm a Doctor doesn't recur. It's not a combat, it's a scheme, and so Strange can't use Dark Pact to recur it. It goes straight to the discard. So his only healing effect that recurs (and potentially fuels infinite recursion) is the Rings. Strange is overpowered, but his (infinite) recursion isn't necessarily a guarantee.

But Winter Soldier? His whole ability is that you can't cancel his effects. and his Reprogram can always fish out other cards from his discard (including other Reprograms). And even if you get one with a forced discard like an Ambush... he has 3 copies! So he's the most likely to be able to infinitely recur imo.
