Well, using the book is an action (playing the scheme). It returns to your hand, but it costs an action.
My initial confusion was that I read it basically as "Your next attack is ranged" which is incorrect. It's "make a ranged attack" similar to Brains and Brawn's token Brazier of Bom'Goliath (which lets you play a scheme from in your deck). So I thought to myself 'I likely would double think the tempo loss of 2 actions for 1 ranged attack' (Generally when attacking, you're going aggressive and want tempo gain, not loss. When going for exhaustion strategy you want "pass" actions.) (I was interpreting it kind of like the Hell's Kitchen Subway Map token which costs an action, but let's your next attack be anywhere.)
Anyways, as I said, I like the deck concept. It's very much like Jekyll/Hyde or Genie where you're pushing the envelope for power but accruing some negative possibilities as well. And it makes sense thematically with the Lovecraftian mythos where characters seek power but are corrupted.
There's another deck for this character that involves summoning different creatures (I like that too) on Unmatched db. But now this vying with it in a competition for what I might print (if I ever did). (I'm currently interested in 8 deck ideas- 2 villains with maps for UMA and 6 characters. But I've been slow in developing them.)
