This could have been fixed in play testing by only including routes that they know are unlocked for sure if you catch my drift. Routes that would exist no matter which order the territories were explored in. Then allow piggybacking for free on at least one on those particular routes due to finite path options. The argument could be made that this may make them too easy to complete but I did say just "1" free piggyback and you still have to be lucky enough to draw the correct color cards.
