The second paragraph under Positive Mutations on page 14 of the rulebook says:
"Diseases that gain the Efficient to Sequence mutation are cured as soon as one player discards the necessary number of cards. This does not require an action and can happen on another player's turn."
Like the rulebook says, you can cure on another player's turn. The cure is not automatic, and you can't discover a cure in the middle of something else happening (for example, between drawing an Epidemic card and resolving it), but you can discover the cure in between another player's actions, or immediately after resolving an Epidemic, or any other time nothing else is happening.
