Retiring is mandatory. The initial rules definitely don't give the last place player any leeway on retiring, and I'm sure the wording about [o]events that get punched when used[/o] doesn't let you choose not to retire in that situation.
It does make me wonder though whether you have to retire two events in a game where one had the last punch in midgame....
[o]All cards that have all stubs punched are retired immediately when the last punch is done, apart from employees which are punched upon selection and retired after the game they were used in.
Rules on retiring are on the cards themselves.
The player who's to retire an event card MUST do so at the game end step. If there is only one card in the discard pile that card MUST be retired. There is no choice.
Multiple cards, events or otherwise, could be retired in any one game. [/o]
