This whole post is a spoiler, but that's to be expected from the subject so I'm not bothering with spoiler tags.
I have the first edition, and am quoting from the revised tomes.
[q=Traitor's tome]Set aside a number of pairs of Root and Tip tokens (orange) equal to twice the number of players (up to a maximum of 10 pairs). Each pair of these tokens represents a "creeper."
...
A creeper that kills an explorer is removed from the game.
...
You Win When ... all of the heroes are dead or the special item they've made has been destroyed.
There can be up to twice as many creepers as players. The creepers that kill players are not dead, they are removed from the game (which means that the players can't kill them).
It then says they get placed in certain rooms, so they may not all get placed initially. But there's nothing to say that the Traitor can't keep exploring rooms until they are all out.
While even one of the heroes is alive, the Traitor can only win by destroying the plant spray. But that doesn't mean the Heroes win (yet).
[q=Survival Guide]You Win When ... you use the Plant Spray to kill a number of creepers equal to the number of players. The plant spray has to do the killing. Committing suicide doesn't count towards this tally. So if the plant spray gets destroyed, the Traitor wins.
Potentially, if the Haunt starts early, there will be less creepers than Heroes so nobody can win until more rooms are exposed. The Heroes will need to start exploring rooms until there are as many creepers as players, then they should stop because exposing more is bad for them - but the traitor should continue exploring rooms to improve their chances.
This Haunt strikes me as being a relatively easy win for the players if the haunt starts early (and one of their key rooms is in play), or easy for the traitor if it starts late, especially if the Heroes key rooms aren't in play.
NB: Unless the Traitor is killed before all the root rooms are exposed there will be 2 "spare" creepers
max creepers sprayed before a win = #players -1
max creepers removed before a win = #Heroes - 1 = #players -2
2 x #players - (#players - 1) - (#players - 2) = min 3 left without someone winning
